Replaced use of custom 'baseUrl' helper with 'url'
...
Also changed up how base URL setting was being done
by manipulating incoming request URLs instead of
altering then on generation.

Re-enabled plaintext view for email notifications
...
Updated mail notifications to set the HTML and plaintext views since before
no plaintext version was being created.
Closes #1182
