Tres Popp a42213b870 Define lowering of [l]mhlo.pow. 
For floating point operations, this uses std.pow.
For integer operations, this lowers to a loop.
This adds a dependency on scf.

Phoenix Meadowlark 5a080ad795 Add Bazel build configuration to MLIR HLO standalone repo. 
Tested that this works in OSS in tree with `bazel build //...` and as a submodule in IREE.
