Ehsan Toosi ce1c8a1ebc [MLIR][LHLO] Replace lhlo-copy-removal pass with mlir-copy-removal pass

This PR removes lhlo-copy-removal pass entirely and replace its usages with ```mlir::createCopyRemovalPass()```.
