Emit allocs at the top of functions (#222) 
* Reorganize main function.

* Follow review comments.

* Emit constants are globals in Krnl and LLVM dialects.

* Add support for moving dynamic alloca instructions to top of functions.

* More test fixes.

* Reformat.
